The regulations in the Schedule follow generally the various regulations which have been made by the Board of Trade for securing the safety of the Public. have been through these regulations carefully with Mr. Chatham, and the alterations and adaptations which have been made are in accordance with his views.

It should be stated that no attempt has been made to reproduce the Board of Trade "model description" of overhead line construction for high pressure supply. This description is in skeleton form, and in that form was strongly objected to by the companies in Hong Kong, and we thought that as even in England the necessities of the case were not sufficiently ascertained to be embodied in regulations, it would be a mistake to insert them in the

Similar observations apply to the Board of

Trade directions as to the connection of circuits with

earth, which have also not been embodied, but regulation 36 gives to the Director of Public Works powers of

control in the matter.

It will be observed that a blank is left in

regulation 22 for the fee to be paid to the Director of

Public Works. In England a prescribed fee is paid to

the Electric Inspector who discharges the functions

assigned by the regulation to the Director of Public

Works.
